Getting your citizenship certificate from Sahel, and the two documents people confuse

Ministry of Interior services, then Kuwaiti citizenship services, then the certificate. The difference between a citizenship certificate and a confirmation of citizenship is behind most wasted trips.

Anyone searching for how to get their citizenship papers out of Sahel usually wants one thing: a document proving they are Kuwaiti, because some authority has asked for it. The confusion here is common, and worth clearing up before the steps.

A citizenship certificate is not a citizenship confirmation

The citizenship certificate is the original document establishing your nationality, issued by the General Department of Nationality and Travel Documents.

The certificate confirming citizenship is a document you pull when you need to hand something to a body asking for proof. That is the one that comes out of the app.

Mixing the two up is behind most of the avoidable trips to the department.

The path inside the app

The Ministry of Interior published the route itself: go into Ministry of Interior services in Sahel, then Kuwaiti citizenship services, then the certificate you need.

Under that section sits a family of certificates, including one confirming family details, which lets the holder check the recorded data for a spouse and children and confirm it is correct.

What changed this week

Decree-law 79 of 2026 amended the nationality law. The article that touches daily life is Article 19: the citizenship certificate is issued electronically, carries the same legal weight as the paper certificate, and replaces it in dealings with government bodies.

Setting the technical rules for issuing, storing, verifying and cancelling it is left to the Minister of Interior.

And here is what is confirmed and what is not: the implementing regulation has not been issued yet — the one that will set those rules. The ministry has announced no transition process, no date and no link. The text is in force; the practical detail has not been published.

If you cannot find the service

The app’s menus change as services are added and updated. If the certificate you want is not under Kuwaiti citizenship services, the reference point is the General Department of Nationality and Travel Documents.

You can also book an appointment through Sahel — the ministry has adopted advance booking through the app for a number of nationality and travel document transactions.

Before you open the app

Check that your details in the app are correct first. The certificate prints what is on record, so an error in the record comes out as an error on the paper, and fixing it goes through the department before you issue it, not after.
