The condition that stops people at the door is not a document: the father registers his child himself. Nobody else is accepted without a formal power of attorney or a court ruling. Everything else is detail you sort out at home before you leave.
Two stages, no more
A new Kuwaiti pupil can only be registered into one of two stages: kindergarten, or the first grade of primary. The second is for children who did not attend kindergarten at all, whether government or private. Anything above first grade is registered through the educational district, not the school.
Kindergarten ages
- First level: at least three years and six months at the start of the school year.
- Second level: not less than four years and six months at the start of the year.
Who registers at the educational district
Five Kuwaiti cases go to the district rather than the school: a child whose father has died, a child of a divorced mother, a child in the custody of a Kuwaiti family, a child in social care homes, and Kuwaitis from second grade upwards.
With them come non-Kuwaiti categories exempted by ministerial decision, among them the children of a Kuwaiti mother married to a non-Kuwaiti, children of GCC nationals, children of diplomats, children of the Yemeni community, and the children of specified staff in government schools, at PAAET and at the research institute.
The file
- The father’s original citizenship certificate and civil ID, plus two copies of each.
- The pupil’s original birth certificate and two copies.
- The pupil’s original civil ID and two copies.
- Four recent photographs, 4 × 6.
- The health card — the medical examination result confirming fitness.
The step, and the fee
Take the documents to the educational district the pupil belongs to, or to examinations and student affairs, and fill in the form there. The fees are zero: neither fixed nor variable.
