A co-op offer needs a licence: the price list one day before it starts

Consumer Protection requires Social Affairs approval for discounts inside cooperative societies, and the fees are zero.

The discount you see on a co-op shelf is not an internal decision by the trader. It carries a licence issued by the Consumer Protection Department at the Ministry of Commerce and Industry, and it has a filing deadline that cannot be pushed back.

Who it is granted to

The service is for wholesale traders in cooperative societies and central markets. The licence is issued only to establishments, trading companies and cooperative societies, and the offer applies only to the customers of those outlets.

The timing condition

The price list is submitted one day before the offer begins. One day, no more and no less as the condition is written — which explains why co-op discounts all appear at once at the start of the period rather than before it.

The ten documents

  • A copy of a valid commercial licence.
  • A copy of the licence holder’s civil ID, plus copies of staff IDs.
  • An application for a licence to run the special offer.
  • A price list for the goods covered.
  • A copy of the signature authentication.
  • A letter of approval from Kuwait Municipality for the shop’s location at the new address, issued by the engineering licences department.
  • An application to change the licence address from the partnerships or joint-stock companies department, after referral to the anti-money-laundering office.
  • A copy of the general power of attorney, if the owner has delegated someone else.
  • Approval from the Ministry of Social Affairs and Labour, required specifically for offers held inside cooperative societies.

The step, and the fee

The written procedure is a single line: bring the documents to the Consumer Protection Department. The fees are zero — neither fixed nor variable.
