Ministerial Resolution No. 894 of 2026 has rewritten the rules for Kuwait’s vehicle rental sector, replacing the 2020 framework. It ties a vehicle’s permitted age to its category at first licensing for rental, and sets a maximum age in service for each.
The age caps
- Motorcycles: three years at licensing, six years maximum in service.
- Private cars, light commercial vehicles and minibuses up to fourteen passengers: three years at licensing, eight in service.
- Medium commercial vehicles, trucks and buses of fifteen passengers or more: five years at licensing, fifteen in service.
The camera and the contract
Every vehicle rented out with a driver must carry an internal camera, with footage handed to the authorities on request. All contracts must be issued in Arabic and English together. Existing companies were given a three-month grace period; no calendar date for it has been published.
