Four Free Services at the Disability Authority, and the Door Closes at One

A wheelchair once every two years for anyone over sixteen, and every three years for anyone younger.

Four services offered by the Public Authority for Disability Affairs on Kuwait’s portal, with three things in common: the fee is zero, the application is in person, and the hours are a morning shift ending at one.

The place and the time

The headquarters is in Hawally — block 11, Beirut Street, opposite Al Bayan Bilingual School, or one of the authority’s branches. The published window for each service is the same: eight in the morning until one. Anyone arriving after that has come on a different day.

The disability card

Issued to people with a disability only. Two documents are required: a valid civil ID for the person concerned, and a personal photograph. The fee is zero, fixed or variable.

The traffic plate

The condition is one line: a valid disability certificate. The document is a copy of the person’s civil ID. No fee.

The wheelchair

For mobility and physical disability, under three conditions: the person must be Kuwaiti or treated as Kuwaiti by a Ministry of Interior decision, the disability must be moderate or severe, and the entitlement cycle must be observed.

The cycle here reads by age: a chair every three years for anyone under sixteen, and every two years for anyone over. One document is required: a recent medical report.

The hearing aid

For hearing disability, under the same conditions of nationality, degree of disability and a recent medical report. The cycle, though, is reversed: an aid every three years for anyone over sixteen, and every two years for anyone under.

Worth noticing

None of the four services needs a form downloaded from the site, and none opens online. All four are a paper file carried to one place, within half a day.
