Kuwait’s exam ‘national observer’ role: Ministry of Education applications close 29 October

Kuwait’s Ministry of Education has opened online applications for “national observer” duty during the first-term exams of the 2026/2027 school year. The window opened on Thursday 22 October 2026 and closes on 29 October, on the ministry’s official website.

A national observer is an extra assignment on top of a normal teaching or supervisory job: the observer monitors exam halls, checks that the rules are being applied, and reports lapses or violations, so that every student sits the exam under the same conditions.

Who can apply

Only Kuwaiti staff in teaching and supervisory posts at the ministry: school principals, assistant principals, subject supervisors, heads of department and teachers.

The conditions

  • At least six years of work experience, counted up to 1 September of the current school year.
  • An “Excellent” performance rating in each of the last three consecutive years.
  • No disciplinary penalty in force from the last three years, unless it was erased under civil-service rules or overturned by a final court ruling.
  • A “no criminal record” certificate, which is issued through the government Sahel app.
  • No first-degree relative in grade 10, 11 or 12.

Teachers are not assigned to halls sitting an exam in the subject they teach.

What happens next

The online screening is the first stage. Shortlisted applicants are then interviewed by a panel chaired by the Inspection and Audit Office in the Minister of Education’s office, after which the final list of observers for the first-term exams is approved.
