1990 — Iraq declares Kuwait its “nineteenth province”
On 28 August 1990, twenty-six days after the invasion, the Iraqi regime issued a decision making Kuwait its nineteenth province and giving it the name Kadhima. According to Keesing’s Record of World Events for August 1990, the province was divided into three districts: Kadhima, which was Kuwait City, Jahra, and Nida. A second decision extended the boundary of Basra province southwards into Kuwaiti territory to create an area named Saddamiyat Al Mitlaa.
The Security Council had come nineteen days earlier: on 9 August 1990 it issued resolution 662, declaring the annexation of Kuwait null and void and demanding that Iraq rescind every measure of annexation. So the decision of 28 August came after the annexation had already fallen before the council.
2012 — A fire at the Souq Sharq marina
Firefighters from the General Fire Force brought under control a fire that reached ten boats at the Souq Sharq marina, as recorded in the Kuwait News Agency’s daily calendar.
2017 — A partnership for recycling plastic
The Kuwaiti petrochemical company EQUATE launched a partnership with the “Omniya” project for recycling plastic, an initiative aimed at protecting the environment along the beach and cutting waste by reusing plastic water bottles.

1833 — Royal assent for the abolition of slavery in the British colonies
The record of the British House of Lords for 28 August 1833 lists “Slavery Abolition” among the acts that received royal assent that day. It was the act that abolished slavery across the colonies of the British Empire.
1913 — The key to the Peace Palace is handed over in The Hague
The key to the Peace Palace was handed over on 28 August 1913, according to the foundation that owns and still runs the building. It was built with funding from Andrew Carnegie, and it is the building the International Court of Justice sits in.
1963 — The March on Washington at the Lincoln Memorial
More than 250,000 demonstrators gathered at the Lincoln Memorial for the March on Washington for Jobs and Freedom, where Martin Luther King delivered his “I Have a Dream” speech. The official programme for the day is held in the US National Archives, and it lists eighteen items from the national anthem to the closing benediction.
