1954 — A licence is granted for Kuwait’s first cinema company
A group of Kuwaiti businessmen applied to the government for a licence to establish a cinema exhibition company. The licence came through just ten days after the application was filed; shares were then offered for public subscription and the company began trading.
1990 — The Security Council closes Iraqi airspace
The UN Security Council adopted Resolution 670, imposing an air embargo on Iraq by fourteen votes to one, with Cuba against, at a session held at foreign-minister level. The resolution barred all passenger and cargo flights to and from Iraq and Kuwait.
2001 — A first retinal-detachment repair on a premature baby
A Kuwaiti surgical team at the Bahar Eye Centre carried out the country’s first operation to repair a detached retina, in an hour, on a baby born prematurely and weighing no more than 750 grams, after two months in an incubator because the retina had not finished forming.
2005 — The first Gulf engineers’ society admitted to the IPMA
The Kuwait Society of Engineers was granted membership of the International Project Management Association, becoming the first engineering society in the Gulf to hold it. The decision came at the association’s eighteenth congress, held in Paris.
2012 — Home internet subscriptions ordered down by forty per cent
The minister of communications and of social affairs and labour, Salem Al-Atheena, issued a decision capping the price of fixed-line home internet subscriptions and requiring providers to cut their prices by no less than forty per cent of what they were then charging.
2012 — The Constitutional Court upholds the electoral-districts law
The Constitutional Court rejected a challenge to the constitutionality of articles one and two of Law 42 of 2006, which redrew the electoral districts for National Assembly seats.

1981 — The first woman on the US Supreme Court
Sandra Day O’Connor took her oath as a justice of the Supreme Court of the United States, the first woman to sit on a bench founded in 1789. Nominated by President Ronald Reagan, she served until 31 January 2006.
1992 — Mars Observer launches
NASA launched the Mars Observer probe from Cape Canaveral aboard a Titan III rocket, on a mission to photograph the Martian surface in high resolution. Contact was lost on 22 August 1993, shortly before the spacecraft was to enter orbit.
