Backing Youth Projects: Twenty-Five Thousand at the Ceiling, and the Application Lapses After Forty-Five Days

The individual award for an international achievement is one thousand five hundred, and it is paid once a year only.

The Public Authority for Youth does not back an idea because it is appealing, but because it meets a written regulation. The regulation has been in force since 2016, and every kind of support in it has a ceiling in dinars.

“Youth” in this regulation is a definition rather than a description: a Kuwaiti of either sex not over thirty-five years of age.

The ceilings

  • A project by an individual or a youth group: twenty-five thousand dinars. The same for public benefit societies.
  • Organising an exhibition: five thousand.
  • Organising a forum: ten thousand.
  • Organising a conference: fifteen thousand.
  • A single competition: up to twenty-five thousand in prizes.
  • The annual excellence and creativity prize: up to twenty thousand per field.
  • Student organisations inside and outside Kuwait: up to fifteen thousand a year.

The achievement award

For an individual: five hundred for outstanding local work, one thousand for a regional achievement, and one thousand five hundred for an international one.

For a group: five thousand, seven thousand and ten thousand respectively, provided no individual’s share exceeds their own ceiling above.

Two conditions: documents proving the placing or the patent must be attached and attested, and the date of the achievement must not be more than one full calendar year ago. The award is paid once in a financial year.

Courses and conferences

Inside Kuwait: fifty dinars a day for scientific courses and theoretical programmes up to five hundred, and seventy-five a day for specialised courses up to seven hundred and fifty.

Outside: a hundred and eighty a day in Asia, Africa and Europe up to one thousand eight hundred, and two hundred in the Americas, Australia and Japan up to two thousand.

A secondment on an invitation addressed to the office carries a hundred dinars a day up to a thousand, and an economy return ticket. Where the host country covers accommodation, half the daily allowance is deducted.

Conditions on the project itself

  • A clear objective, a defined period, and defined heads of expenditure.
  • Profit must not be its principal aim.
  • It must not touch the components of society or stir ethnic, religious or racial feeling.
  • It must attract the widest segment of young people, and have a social, national or cultural return.
  • The documents and papers must be in Arabic.

Three numbers that decide your application

  • Twenty days: your window to resubmit the proposal revised after the office’s observations.
  • Forty-five days: after which an application not meeting the conditions and documents is disregarded.
  • Two weeks: the window to appeal an evaluation committee decision, heard by another committee that includes a legal specialist.

And a clause many overlook

Office employees may not submit projects or events under this regulation. And an evaluation committee decision does not take effect until approved by the competent minister.
