Engineers in Kuwait get until 30 June 2028 to certify their degrees

Kuwait’s Public Authority for Manpower (PAM) has given workers registered under engineering job titles more time to have their degrees evaluated and certified by the Ministry of Higher Education. Their work permits can now run to 30 June 2028 at the latest. The change is in PAM circular No. 5 of 2026, issued on Tuesday 27 October.

Who it covers

Workers on engineering job titles who were previously granted an exception to finish certifying their qualifications and have still not done so.

What to do

  1. Accept the declaration attached to the circular electronically, through the link in the government’s Sahel app.
  2. Your work permit on the engineering title can then be issued or renewed under PAM’s rules, provided it expires no later than 30 June 2028.
  3. Complete the degree equivalency and certification at the Ministry of Higher Education within that period.

PAM warned that anyone who has not finished by the deadline will face the measures set out in its regulations.
