Kuwait’s new Deera app lets you register a cat or dog with your Civil ID
Phase one also takes reports of harmful animals, and vets approve each entry

Kuwait’s Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) launched the first phase of Deera, its new digital services platform, on Wednesday 28 October 2026. For now it does two things: it registers pets such as cats and dogs, and it takes reports about harmful animals.
Both services are open to citizens and residents who hold a Civil ID number, according to the project’s manager, Dr Khaled Al-Fayez.
How registration works, as described at the launch
- Deera is an app, listed on Google Play and the App Store.
- You sign in with your Civil ID number and confirm your identity through the Kuwait Mobile ID (Hawyti) app.
- You enter your pet’s details, attach photos and state its vaccination status.
- Approved veterinary clinics review the entry; registration only counts once they have approved it.
Before you start, have clear photos of the animal and its vaccination details from the vet’s record to hand, since step three asks for both. None of the published coverage of the launch mentioned a fee.
What comes next
The authority’s acting director general said Deera is part of a plan to move all of its services online. More services will be added in stages, including services for animal breeders.
