Objecting to a medical-error ruling in Kuwait will cost KD 200 from 1 November
A health ministry decision also prices report copies and admin requests at KD 20; the fee is due after your appeal is accepted.

Patients who want a second look at a medical-error finding in Kuwait will pay for it from 1 November 2026. Ministerial Decision 351 of 2026, signed by Health Minister Dr Ahmad Al-Awadhi and published in the official gazette, Kuwait Al-Youm, sets the first fees for the Medical Liability Authority.
What it costs
- KD 200 to have an objection committee formed against a technical committee’s report.
- KD 20 for each extra copy of a technical committee report.
- KD 20 for each administrative request concerning health practitioners and facilities.
- KD 20 for each administrative request handled by health licensing.
When the KD 200 is due
Not when you file. You pay once the authority tells you your objection has been accepted, and you have 30 days from that notice. Miss the window and the objection is treated as if it had never been made.
How a complaint works
Complaints are filed online at amr.gov.kw; you do not need to appear in person or hire a lawyer. You will need your civil ID, proof of your link to the facility or practitioner involved, and a recent medical report showing the harm. Reports from private hospitals are not accepted.
A technical committee issues a report. Anyone with standing can object to it, with written reasons, within 15 days of receiving it; after that it becomes final. The authority does not deal with financial compensation.
The authority is on the fifth floor of the Kuwait Institute for Medical Specializations building in Sulaibikhat, takes visitors from 8am to noon, and answers on 1880444.
